What is a City Improvement District (CID)?

A CID (City Improvement District), also known as a Special Rates Area, provides the funding mechanism & structure to improve services in a defined neighbourhood.

Once established, the CID enables property owners to become involved in the management of their own area by collecting money through the City’s billing system. The additional monies collected are transferred to a non-profit company (established by the property owners), which enables the company to augment services provided by the City. The non-profit company gets a mandate from the property owners on supplemental municipal services and infrastructure desired for the area. This may include improved safety in public spaces (not on private property), cleansing, upliftment of parks, general maintenance and social responsibility initiatives.

Why form a City Improvement District (CID)?

Fresnaye has long been considered a safe and secure suburb. However, in recent times, we have been faced with challenges, including an exponential increase in crime and inconsistent service delivery. Demands on municipal resources are growing.

It has become common for residents to start working together to uplift their own areas and communities, in order to supplement municipal services and maintain desired standards. A CID provides a clear, well-tested way to boost municipal services by channelling 100% of the additional money raised back into the neighbourhood.

What will it cost and why should I pay more?

 

The estimated additional monthly cost per R10m of property value is approximately R375 (VAT incl.) – around R12 a day.

We already find ourselves supplementing existing government provided infrastructure and services e.g. private security, medical, schooling, retirement saving etc. Unless we work together as a community and introduce the CID, we won’t be able to effectively implement the changes that we need.

Imagine a neighbourhood where all that live, work and visit in Fresnaye, can walk around freely and safely. Streets and verges are free of litter and waste, parks are upgraded and safe to use and general maintenance in the area is up to date.

Vote online

In order to establish the Fresnaye CID, we need at least 60% of eligible property owners to vote in favour of the CID. Please spread the word to your neighbours about the benefits of forming a CID and encourage them to vote online.
