Who we are
A group of concerned residents formed a steering committee to start the process of the official registration of Fresnaye as a City Improvement District (CID), also known as a Special Rates Area (SRA).
Our mission
To consistently and incrementally improve Fresnaye for the benefit of all who live, work and visit here.

The core values of the proposed CID company, and the management body are as follows:

These will be met via a strong governance regime, regular members meetings, communications to the community, and robust and clear competitive procurement processes.

- To improve the public safety in our area
- To address social aspects in a cooperative and environmentally sustainable manner
- To maintain the public areas and clean regularly
- To promote improved communication with the City, and collaboration with initiatives already active in the area
How do I know the CID finances will be
managed correctly and effectively?
CIDs are heavily regulated. They are governed by Section 22 of the Municipal Property Rates Act, the Municipal Finance Management Act, Section 21 of the Companies Act, the Constitution and Cape Town’s City Improvement District By-law of 2004.
All CIDs must develop a business plan with a 5-year forecasted budget indicating how improvements are to be achieved.
The budget is developed according to input from residents and is approved by residents.
Once a CID application is approved by the City, a board is elected by residents to direct the Section 21 CID company.
The City exercises financial oversight and ensures the legal compliance of the CID.
The CID must submit monthly financial reports to the City so it can monitor that expenditure is strictly disbursed according to the CID business plan.
The CID must be audited, and its audited financial statements form part of the City’s consolidated accounts which are reviewed by the Auditor-General.
Each year the CID board must submit a detailed budget to the City by 31 January and this proposed budget cannot materially deviate from the approved business plan.
The City evaluates the proposed budget for affordability and sustainability.
Area Covered
The defined area includes the suburb of Fresnaye in its entirety along its cadastral boundaries which forms the largest part of the defined area.
To the South West, the upper portion of Bantry Bay (De Wet Road, Ocean View Drive, Arcadia Road) that can only be accessed by road through Fresnaye via Ocean View Drive is included as a logical and adjacent extension which does not increase the road access points to the area.
