Membership of the Fresnaye CID, which is a non-profit company registered under the Companies Act, is open to all the registered property owners within the Fresnaye CID area. We encouraged property owners to apply for membership so that they may exercise their rights to influence the business of the Fresnaye CID. Membership cannot be denied to a registered property owner and as a member the property owner is entitled to attend, participate and vote at members meetings of the Company held under the auspices of the Companies Act.
Should a member be unable to attend they may give another individual their proxy to attend and vote on their behalf. Non-members may attend and participate at members’ meetings but cannot vote and as such may thus have limited influence on the CID’s activities.

Why is membership of the Fresnaye CID NPC not automatic for homeowners?
A CID provides a clear, well-tested mechanism to improve municipal services by applying 100% of the additional monies raised within the neighbourhood at the neighbourhood’s discretion.
To break it down, the estimated additional monthly cost per R10m of property value is roughly R320 monthly or R10 a day.
The CID is bound by strict regulatory and audit requirements and there is full transparency to any resident of the neighbourhood at any time.
By pooling our resources in a CID, individual property owners can enjoy the collective benefits of a well-managed area.
When weighing the cost of any additional monthly spend, it is important to consider both the direct and indirect benefits:

― Cleaning
― Greening/infrastructure
― Social development
Indirect benefits
― Improved risk/desirability profile of the neighbourhood
― Potential decrease in insurance premiums
― Potential decrease in individual security spend
― Potential increase in property values
Vote online
In order to establish the Fresnaye CID, we need at least 60% of the community to vote in favour of the CID by 30 September 2021. Please spread the word to your neighbours about the benefits of forming a CID and encourage them to vote online.
