The Process

The City of Cape Town has confirmed that the criteria for establishment have been met and the Fresnaye CID Steering Committee may pursue the formation of the Fresnaye CID. The City has shared the Fresnaye ratepayer database with the Steering Committee in compliance with the Protection of Personal Information Act 4 of 2013 to facilitate efficient communication with you about the proposed Fresnaye CID.

An Urban Management Survey (UMS) was completed in March 2021 to ascertain resident and public views and concerns about the Fresnaye area. The UMS results were analysed by the Steering Committee for planning purposes and informed the Business Plan. The Business Plan, Motivation Report, Implementation Plan and 5 year term Budget will be introduced to the community at a statutory public meeting on 18 August 2021 after which voting on the CID formation will commence.

The CID establishment application can only be submitted to the City after a vote of not less than 60% by 30 September 2021 of rateable property owners within the CID area is obtained.

Public meeting

The first public meeting of the proposed Fresnaye CID was held on 18 August 2021.

The aim of this meeting was to educate and inform property owners and the community about the CID process and of the business plan for the proposed Fresnaye CID.

Business Plan

Based on the Urban Management Survey (March 2021) that was completed by 317 respondents, a five-year business plan and budget was developed to answer the needs of the community.
