CCTV camera infrastructure

A neighbourhood camera network will be installed consisting of the following:

  • Overview cameras creating a virtual boundary of the area
  • Mountain perimeter cameras – a network of higher specification thermal, PTZ (pan, tilt, zoom)
  • LPR cameras creating an early warning system of unwanted vehicles entering the area

Control room monitoring

The control room will use technology-enabled smart detection analytical intelligence to identify threats and alert the dedicated control room operators.

This dedicated, technology-led control room will provide 24/7 intelligent processing of the information received from the camera network. The analytical technology supports the operators by providing alerts which they will need to interpret. 

Patrolling

Patrolling will be directly linked to the 24/7 control room, enabling the passing of important information from street level to central control and vice versa, with a focus on public safety/safe streets and not private property alarm activations.

  • Vehicle patrol – a dedicated FCID branded patrol vehicle, equipped with communication devices, to receive and feed information to the control room
  • Foot patrol – 24/7 street level, foot patrol coverage in the area 
  • Contracted Law Enforcement Officers – these officers are able to enforce City by-laws and empowered to process any infringements, either through the criminal justice infrastructure or through the social support infrastructure

Cleaning

 

The primary focus of this aspect of the CID is to ensure that the urban environment within this naturally beautiful location is maintained with the appropriate level of services (should this not be attended to by the relevant City departments once reported on the C3 communication platform). This needs to be addressed at a minimum to halt decay and to provide public spaces which are clean and well maintained.

 

Urban Maintenance services have been allocated in the budget for this element of the CID and the following items have been identified as areas of focus:

  • Regularly clean pavements of litter and provide bins both general & dog fouling
  • Create employment opportunities within the dedicated cleaning team linking with the Social Responsibility aspect of the CID

Greening

The following items been identified as areas of focus:

  • Upgrade of parks and neglected public open spaces in the area
  • Existing mountain access points can be upgraded with footpath entries for hiking and seating
  • Properly maintain existing planted areas (such as the Avenues’ centre islands) and replant areas overgrown with alien species with indigenous species

The greening focus will look to maintain existing planted areas, remove grass and alien vegetation, plant and maintain indigenous species, design, landscape and maintain larger verge areas.

The parks focus will look to turn them into usable and safe green spaces by removing alien vegetation, planting indigenous species, restoring grass and maintaining it, upgrading children’s play facilities and introducing exercise facilities such as those seen in the Urban Park and on the promenade.

 

 

Social Responsibility

Homelessness has been identified as a potential challenge for the area. Philosophically the CIDs approach would be to better understand and create awareness of this and any other social issues that affect the neighbourhood.

Holistic solutions will be sought with the ultimate goal of creating opportunities for upliftment. Involvement, by the community, in projects which make an impact on the lives of others, while also improving the neighbourhood in which we live, will be actively encouraged.

Opportunities to collaborate with established NGOs and structures within the City, such as Project Hope, StraatWerk and the Haven Night Shelter, will be sought, and will also be considered when resourcing the cleaning and maintenance projects of the CID.

The social development elements are in alignment with the required legislation, and with the City’s Integrated Development Plan (IDP).
